Synopsis: Effective wraparound implementation requires training employees in a wraparound value-base because direct-care workers, in collaboration with children and families, are the most important avenue for successful service delivery. Recommendations of The President’s New Freedom Commission in 2003 create a framework to present a rural, non-profit’s case study about training a large, wraparound ready workforce in a system of care over a diverse state lacking in financial and academic resources many other wraparound programs enjoy.
