Synopsis: The Systems of Care concept has reformed public policy in how mental health service delivery systems for youth with severe emotional disturbances and their families should be organized and delivered. While the System of Care approach has been implemented nationally with all states having received federal support through the Comprehensive Community Mental Health Services for Children and Their Families Program, little is know about the level of implementation on a national basis. This symposium will examine the national level of implementation of the core concepts contained with the System of Care in 225 counties randomly selected and stratified by population size and poverty level. Specifically, the presentations will provide a rationale for the study, provide a description of the development of the System of Care Implementation Survey (SOCIS) instrument developed specifically for the study, provide an overview of the research design, and initial descriptive results and multilevel analyses results will be presented. Challenges inherent to this type of research design and areas for future research will also be discussed.

Synopsis: This presentation will summarize the process used to develop, pilot-test and revise the System of Care Implementation Survey (SOCIS) prior to its use in a national study examining the level of implementation of children’s systems of care. Specifically, the session will provide a summary of the item generation and selection activities, pilot-testing of the initial version SOCIS, that included administering the SOCIS in several counties and conducting cognitive interviewing with respondents and revisions made to the SOCIS based of findings from these pilot efforts. In addition, this session will provide a summary of the procedures used to select counties for participation in the study, as well as the strategies employed to identify and recruit respondent from the four stakeholder groups. The challenges encountered during data collection and our responses to these challenges will also be discussed.

Synopsis: This presentation will provide an overview of the System of Care Implementation Survey (SOCIS) instrument along with the initial results from 225 counties. Specifically, the 14 subscales contained within the SOCIS will be described and the initial results from participating counties will be presented. Analysis of the SOCIS scores by population size and poverty level will also be will be presented.

Synopsis: Using a two-level nested design (e.g., individuals nested in organizations), the SOCIS study assessed 14 systems of care implementation factors. Measurement models for the implementation factors were tested using multilevel confirmatory factor analysis (MCFA). These analyses indicated that 6 of the 14 factors had sufficient between-county variance to warrant further multilevel regression analysis. Results of the multilevel analyses will be presented.
