Synopsis: A complexity approach to promoting early childhood mental health at the community scale is underway through the Children’s Board of Hillsborough County in Tampa, Florida. A “community learning initiative” explores how support is exchanged among people and networks locally. Findings reveal that caregivers and service / support providers seek trusted “knowledge hubs” and “just-in-time” opportunities for sensemaking to optimally respond to their own children’s development, which has implications for the emergence of Systems of Care.
