Synopsis: Local Equity Action Development (LEAD) seeks to address the causes and effects of the complex and long standing issue of disproportionality in special education through systems change at the local level. LEAD incorporates the integral roles that data and dialogue play in the change process. The model uses a developmental approach to understanding issues of equity, assessment, research and action. LEAD addresses the need to have difficult, but necessary, conversations about race and equity.
