Synopsis: In 2004, California’s voters approved the Mental Health Services Act allocating over $250 million for community mental health services during its first year. In addition to generating funds, the proposition explicitly specified an intensive planning process driven by consumers and community stakeholders for transforming the entire system. This paper focuses on methods, results, and programmatic implications from a large-scale needs analysis. Quantitative data influenced resource allocation and qualitative data were most influential in program development.
