Synopsis: This paper presents origins, frameworks and baseline data from a multi-year child welfare pilot project in Kansas City Missouri. This project seeks to better engage families with legally madated respondents by transforming the structure and focus of supervision. Its model for supervision of team development and ecological assessment and intervention enhances team collaboration and staff development through a theory-based focus on model fidelity. Organizational challenges and changes, as well as the development and application of theory-based measures of team composition, structure, and cohesion and measures of model pertinent staff knowledge and skills are discussed.
