Synopsis: This discussion is intended to provide an overview of how empowerment evaluation and Getting to Outcomes (GTO) can assist stakeholders in implementing and evaluating collaborations such as systems of care. Both build the capacity of local stakeholders to systematically plan, implement, and evaluate their system of care. The way that these approaches can address gaps in the current practice of systems of care will be discussed. Specific examples of how empowerment evaluation and GTO can be applied will be discussed. Participants will be asked to share their previous experiences with evaluation and their perceptions of the utility of these approaches.
