Synopsis: With the advent of the Ohio Mental Health Consumer Outcome System, the possibility of comparing boards, agencies, programs, and therapists using pretreatment or outcome data becomes a real possibility. This increased accountability provides the opportunity to identify superior performing providers as models of service delivery. However, the political stakes of various comparison reports raise important issues regarding the perceived validity of the comparisons. The goal of case-mix adjustment is to eliminate potential biasing factors that might render comparisons irrelevant. In this paper, we first identify important case-mix adjustment variables then compare agencies using adjusted and unadjusted models.
