Synopsis: This presentation describes the evaluation of a statewide community-based treatment program for children with serious emotional disorders at risk for out-of-home placement. Children's Intensive Services is administered by the Rhode Island Department of Children, Youth, and Families through contracts with 11 community providers. Two phases of the evaluation are presented. An intial phase examined service delivery patterns over a two-year period; results were used to inform the revision of program standards incorporating levels of care based upon clinical need. The second phase of the evaluation examines service delivery patterns, as well as compliance with revised standards, and clinical outcomes for children.
