Synopsis: The Dawn Project uses a per client per month case rate to coordinate services for high-risk youth. Knowing how to manage the risks associated with this funding structure is critical to the Dawn Project's sustainability. This paper discusses how data related to three risk management factors (i.e., number of youth receiving services, number of units of service used per youth, and the unit cost of each service) were used to manage and reduce costs, while maintaining service quality. The tools and methods discussed have practical implications for all system of care communities, regardless of their specific funding structure.
