Synopsis: The theoretical framework of the Research and Training Center is that there are critical implementation factors, which when put into place support communities in their efforts to serve the needs of children with serious emotional disturbances and their families. One such factor is the financing structures and strategies that communities build into their theories of change and implementation plans. Study 3 uses a case study design to test our theory regarding the hypothesized set of financing structures and strategies, and to investigate and describe how these factors operate separately and collectively to create effective financing policies.
