Synopsis: Understanding the referral patterns of multiple referring agencies (e.g., child welfare and juvenile probation) is important to effectively serving youth with serious emotional disturbances and managing the cost of their care. This study identifies four clinical pathways, based on whether youth have a residential placement during their involvement with a system of care and on the timing of those placements. The relationship between these pathways and success in systems of care is discussed, along with variables that are associated with decisions to purchase residential treatment services. The clinical and fiscal implications of the pathways for systems of care are considered.
