Synopsis: The study compares outcomes for children with serious emotional disturbances who are served through systems of care with a matched sample of children who are receiving usual public mental health services. It is assumed that the level of development of the system of care, the degree to which essential elements and principles have been incorporated into the service delivery system, is associated with outcomes. A secondary analysis of a state database compares outcomes (level of functioning and restrictiveness of living environment) and explores the utilization of services in each type of service system.
