Synopsis: On September 1st, 2003, implementation of the Resiliency and Disease Management (R&DM) initiative by the Texas Department of State Health Services began at four public mental health centers, with statewide implementation this year. The goal has been a uniform approach in the assessment and treatment of serious emotional disturbance among children that is grounded in scientific evidence and focused on recovery, according to House Bill 2292 and the President's New Freedom Commission on Mental Health. This presentation examines R&DM for transforming children's public mental health services in Texas, with emphasis on uniform assessment, evidence-based, best-practice levels of care, and outcomes.
