Synopsis: This presentation will outline the results of a study of children and youth eligible for Medicaid during 2002 in Allegheny County, Pennsylvania. Using findings from the Surgeon General's Report on Mental Health as a context, access and treatment patterns for behavioral health services by race were examined. The analysis found racial differences in access across gender groups, age groups, service types, and in diagnostic patterns and the amount of services used. Racial disparities persisted for children involved with child welfare and juvenile justice. The presentation will also include how the findings were used to inform the service system.
