Synopsis: Over the past decade defining quality and tracking outcomes has become a focal point in determining the performance of the healthcare (physical and behavioral) service industry. Commercial health plans, as well as federal, state and local governments are implementing quality monitoring and are moving toward performance based provider contracts. Health plans, service organizations and agencies are attempting to become more accountable by using system/provider network performance and client outcomes as evidence of service efficiency and effectiveness. This presentation highlights the advantages of using administrative data to assess the quality of the process of behavioral healthcare services for youth.

Synopsis: This presentation highlights the development of a nested set of behavioral health process of care measures. The underlying assumption is that care is a process, from prevention to maintenance of favorable outcomes. The measures emphasize the importance of identifying individuals needing treatment, that intervention sooner than later is optimal in order to interrupt adverse trajectories and improve individual outcomes. Three measures have been developed: identification (Who is in the service system?), initiation (How quickly do individuals receive service?), and engagement (Are individuals sufficiently engaged in service?). Data from several studies will be used to illustrate the use and advantages of administrative data as performance measures.

Synopsis: The monitoring and oversight of behavioral health programs are an increasing part of efforts to improve consumer health. At the heart of these monitoring systems is access to treatment. In substance abuse treatment, another key indicator is treatment engagement - did the client actually get a service within a reasonable amount of time following diagnosis of the substance abuse problem? The Washington Circle Group has promoted a set of standardized indicators to look at service system performance in this area, however, to date they have only been applied to adult populations. This presentation provides a first look at the performance of a Medicaid program on treatment access to and engagement in substance abuse services among adolescents.

Synopsis: Administrative data such as claims and encounter datasets offer the most consistent, electronically available data that are collected across behavioral healthcare service systems. Claims, encounter and eligibility datasets provide an opportunity to examine the process of care for those individuals identified as needing behavioral healthcare treatment using data that are already available. This symposium details the advantages and use of these data in monitoring service system quality and presents several studies using administrative data to assess the process of care for youth with mental health, substance use and co-occurring disorders.
