Synopsis: A multiple case study of two treatment foster care programs and two residential treatment centers in Maryland is being conducted to understand how outcomes information can inform decision-making across various levels of the organization. Preliminary analyses based upon qualitative data - interviews with 23 clinicians, program managers, and executive directors, and observations of meetings - identifies the struggle to generate meaning from the data as critical. The poor integration of outcomes data into work processes, especially clinical processes, limits the utility of the data for decision-making. Other barriers relate to staff perceptions and understanding regarding outcomes and limited feedback provided to staff.
