Synopsis: MHSPY provides intensive home-based clinical and wraparound services to youth at-risk of residential care. In order to assess program effectiveness, the history of out-of-home placements prior to enrollment and the location of all days spent while a child is enrolled are tracked. Placements and level of restrictiveness are not the same, yet each impacts clinical quality and cost. MHSPY has tried to create a measure of both placements paid for through the program, such as inpatient hospitalizations, as well as placements paid for by others, such as foster care, to better evaluate the clinical and financial impact of the program.
