The Impact of Prior Service Costs on Change in Externalizing Problems

Synopsis: A large number of children who enter systems of care funded by the Comprehensive Community Mental Health for Children and Their Families program have previously received mental health services or were in contact with other child-serving sectors, such as special education, child protective services and juvenile justice. Comprehensive service and cost data collected as part of the comparison study conducted in Ohio were used to identify children who had incurred mental health or other child-serving sector costs prior to their current entry into the service delivery system. Hierarchical linear modeling revealed that prior costs significantly predicted changes in children’s Child Behavior Checklist (CBCL) externalizing T-scores.
